UGC Rules 2026: Fee Refunds & Student Rights

This page simplifies the official notifications from the UGC regarding student finances and faculty eligibility. These rules are mandatory for all UGC-recognized universities.

1. UGC Fee Refund Policy 2025-26

If you cancel your admission, universities cannot refuse to return your money. They must follow this 4-tier refund system.

Official Calculation Table:
Refund Percentage Timeline (When did you withdraw?) Deduction Allowed
100% Refund 15 days or more before the last date of admission. Max ₹1,000 (Processing Fee)
90% Refund Less than 15 days before the last date. 10% of fees
80% Refund 15 days or less after the last date. 20% of fees
50% Refund 30 days or less after the last date. 50% of fees
0% Refund More than 30 days after the last date. No refund

Can they keep my Original Certificates?

ABSOLUTELY NOT.
UGC Notification (October 2018) clearly states that universities cannot retain original certificates (Mark sheets, School Leaving Certificate, etc.) as "security" to force a student to stay.

2. New Rules for Assistant Professors (2025)

The criteria for becoming a college teacher has changed significantly.

Minimum Qualification PhD was mandatory for University Depts. NET/SET/SLET is the minimum criteria. PhD is Optional for Assistant Professors.
Direct Recruitment Based on API Score (Academic Performance). Based on Interview + Academic Record.
PhD Requirement Mandatory for Promotion. Still valid and recommended for promotions (Associate Prof), but not for entry-level.
